About Carroll Park
Opened in 1923 as a whites-only Baltimore municipal course, Carroll Park became the only public course Black golfers were permitted to use under segregation - and access there was limited and inferior, with sand greens, no clubhouse and no drinking water. The Monumental Golf Club and the Pitch & Putt women's club (founded around 1938, one of the nation's oldest Black women's golf clubs) fought this: a 1942 case won only limited access, but continued litigation led to a 1948 federal ruling, Law v. Mayor and City Council of Baltimore, desegregating all city courses. A monument unveiled at Carroll Park in 2022 commemorates this history.
